that is already law. this amendment doesn't change any of that. however, we do -- do i think there is a benefit to being able to increase compliance with dog licensing. currently we believe that we have about 15% to 0% of our dogs that are actual -- 20% of our dogs that are actually licensed. this amendment would add one extra step to have that conversation with the dog owner. it would ask for a dog walker to ask for dog license information and maintain that information. i'm very sensitive to the fact that many dog walkers are weary of being held necessarily responsible or having their permits revoked because of the indiscretion of the dog owners and so this ledge -- legislative amendment really is sensitive to that commonet. and so again the -- component. and so again the amendment simply does require that the dog walkers also ask for the licensing information of the dog owners. president chiu: supervisor chu has made a motion to amend. any discussion on the motion to amend? supervisor campos: thank you, mr. president. i'd like to begin by thanki

to businesses, they did not know about the requirements that they had to meet with the federal a-d-a laws. once letters came in, they didn't really know how to respond. they sort of put it away. and it was more egregious especially for our mono lingual communities and our merchants who really didn't understand the correspondence that they were seeing. and, so, it really left them in a bad position. some of the businesses found that they had to close down their shops because they simply could not afford to make the a-d-a improvements and could not afford to pay the penalties associated with that. that's something we don't want to see. especially in the last few years, i think san francisco, we have really powered through some rough years economically. i hear with many of my merchants on sirfing street here who stuck with the neighborhood, stuck with this community and have gone through tough economic times and weathered it with us. we just want to make sure that we do everything we can as a city to support them. and, so, this issue about a-d-a com playboytionv fa public libraritionv is som

i just want to say this is about come appliances with the law. this is the law. the disability community, anyone could become disabled and have a hard time getting in and out of places. really it is modest, so i'm prepared to support it again with the recommendations of the commission. but honestly, people's obligation is today. it is not when their lease is up for renewal. that really is an accommodation. people are required to have done this if it was possible or readily achievable. i just want to make sure that is expressed at this commission. >> commissioner o'brien. >> very quickly, i would support it, but i would like to amend this action that says upon renewal of a lease. i could support the disclosures . the conversation to let the people know. i have no problem with that, attach it as an extra sheet to any commercial lease. this lang that puts everybody on notice. but mandating that they make it, that is the one i have a problem with. if we could amend that for now. maybe it could come up later on, but for now, until i understand more of the effect that

we all know that much of what is at play here involves federal and state laws in addition to our local laws and there probably are their ideas we should move forward that i hope to be able to work with you, colleagues either as a sponsor or is a co-sponsor of future legislation but from my perspective, we need to do everything we can to insure the accessibility of our spaces and ensure that small business tenants and landlords are fully aware and educated and doing what they need to do to bring their properties and their spaces into compliance and with that, i would like to ask for your support. supervisor mar: thank you. i went to thank president chiu but also the small business office and the mayor's office of disability and others for their hard work on this legislation. i am proud to be a sponsor. we held a hearing at the land use and economic development committee a couple of weeks ago with many small businesses that came out raising concerns. many people did speak positively that we need to do everything we can to support accessibility in our neighborhood center of the city as on
